I think Lelouch was more right.
His methods may have been more extreme, but they were more effective.
If you think about it, Suzaku's methods wouldn't have gotten him anywhere without Lelouch's because Zero's actions allowed Suzaku to prove himself and gain rank.
Also Lelouch's method is better because rather than working inside the flawed system he created a whole new system to replace it.

Possibly, possibly not, If Suzaku managed to get to the Knight of one without Lelouch (which is highly unlikely) he still could have worked everything out better, or perhaps Euphie would have still opened the Special Zone and it would have succeeded. Who knows?

True Suzaku was important to Lelouchs plans, but if Suzaku wasn't there Lelouch could have a different way to make his goals come true. So I think Lelouch was more right.

Although lelouch was more effective, he did some pretty horrible things to get there and made some pretty big mistakes.
Suzaku went a little slower, but I believe he would of been able to stay as Euphie's knight. Plus, once schneizal became king the old ways of Charles would of been slowly phased out. The only real problem is that without lelouch, Charles would of completed the ragnarok connection and destroyed the world anyway.
